Can a weak dual core processor run intensive single core games?

I know that a lot of games now are being coded to utilize both cores, but what if you have a game that was developed for a single core and requires something like 3.0 ghz processor.

but you have a 2.1 ghz dual core. Will the other core kick in? or will the game just run really bad?

It will use core 0, which is the first core, and then run badly. If the game needs a 3.0 Ghz, and your sure it is a single core game, then you will be disappointed.

Some games do run OK though just because the background apps are being solely controlled by the second core. Windows usually uses the primary core, so in the event of a game, it will switch allowing more power to the game from core 0.

So all in all, you should be fine.
